second-line of defence like Gram Rakshak Dal, Homeguard, NCC for

Shaktigram Yojana
: In
order to enhance security on the borders with Pakistan in
co-ordination with Central Defence Ministry, efforts will be made to
create a canal from Indira Canal as well as Narmada Canal so that it
can be useful for agriculture and security purpose. In such border
villages, retired soldeirs will be provided land and therby
establish Shakti grams.
